During the months of June, July and August the Native Village of
Paimiut allows for traditional subsistence leave to be taken for ALL our employees. Traditional gathering activities, fishing and hunting are central to the perpetuation of our culture and to ensure our families have traditional foods for their families. That means that on occasion, responses to email or phone calls may be delayed during these months. Tribal members seeking requests during subsistence heavy months need to be submitted well ahead of the anticipated need. Please contact only Tribal office or Tribally provided cell phones (and not personal cells) DURING OFFICE HOURS if you need to get in touch with a Native Village of Paimiut employee and/orTraditional Council member. We thank you for your understanding and hope you will be taking some time to enjoy the all too brief and action packed Alaska summer! Quyana! The Native Village of Paimiut received Tribal Set-Aside Coronavirus Relief Funding from Coronavirus Aid, Relief, and Economic Security Act (“CARES Act”).
The U.S. Treasury Department calculated and issued the first distribution based on population data. The Native Village of Paimiut also received guidance from the U.S. Treasury on how the funds may be used. Every single Tribal Government and Village received the same guidance. HOW IS THE CARES ACT FUNDING SUPPOSED TO BE USED? Tribal governments use the funds received to cover only those costs that are necessary expenditures incurred due to the public health emergency with respect to the Coronavirus Disease 2019 (COVID-19). There are complex rules required by the federal government and receiving the funds require documentation on how every penny was spent. Some of the Funding went to Aid To Tribal Government (ATG), the funds that our villages depend on to operate. This money is to pay for:
Welfare Assistance (WA): This part of the fund is allocated for
The funds received from the CARES Act MAY NOT be distributed as per capita (or “dividend”) payments. So, BY LAW Tribal Members CANNOT receive DIRECT payments from the CARES Act. The Native Village of Paimiut does not pay “dividends” to Tribal Members anyway. (We are a Tribal Government and we are a tribal service provider.) Per capita payments may lead to an investigation by the Inspector General for the tribal government and an IRS audit of the recipient tribal members. There may be other qualifying factors imposed by federal law. If you have any questions, please contact the Native Village of Paimiut directly. (907) 561-0304 Recently, one of our Tribal employees received threatening messages from a tribal member via a social media account. The Native Village of Paimiut (NVP) Traditional Council will not condone or accept harassment from anyone toward Traditional Council members, NVP employees or tribal members. Especially when they are thinly veiled threats of violence.
Authorities were notified and will be notified during any instance where harm is implied or outright threatened. We take the safety and security of our Traditional Council and our Tribal Employees very seriously. Many agencies were notified of this person’s actions including the building owners, law enforcement and the State of Alaska Judicial System. Threating violence toward another person is a serious offense and is classified as harassment and is a Class B Misdemeanor. Per Alaska Statute Sec. 11.61.120. Harassment in the second degree. (a) A person commits the crime of harassment in the second degree if, with intent to harass or annoy another person, that person (4) makes an anonymous or obscene telephone call, an obscene electronic communication, or a telephone call or electronic communication that threatens physical injury or sexual contact; Tribal members may not always like or agree with our Traditional Council or may not always like or agree with our Tribal Employees. You don’t have to. We are working in the best interests of the tribe and will continue to do so. But, just because you don’t agree with who is on the Traditional Council or who is working for the Village does not mean you have permission or should feel entitled to harass or threaten them. Any unsolicited contact: emails, social media messages, text messages or phone calls will be logged, shared with Traditional Council and reported to the authorities if deemed appropriate. As we continue writing our ordinances and statutes for the Native Village of Paimiut Traditional Tribal Court, we will have a zero-tolerance attitude and policies toward the continued safety and security of all Native Village of Paimiut Traditional Council Members, NVP Tribal Employees and the Native Village of Paimiut Tribal Members. The Tribal Court, in cooperation with the local, state and federal authorities, will uphold any laws or statutes that will protect Our Tribe, Our People and the people who we work to serve. Continued harassment will necessitate blocking that person from email, phones, personal and tribal social media, and depending on the gravity of the seriousness of the threats issued, be banished from the tribe-with a process outlined in the tribal court judicial codes and ordinances. Banishment is only to be carried out in the most extreme cases by the Traditional Council, but will be considered. Banishment permanently revokes tribal enrollment as well as any services or benefits to being enrolled as a Native Village of Paimiut Tribal Member. |
