REQUEST FOR PROPOSAL
 
Appliances and Vehicles Backhaul Project – Planning, Inventory, Outreach, Cleanup and Transportation Cost Support
 
Native Village of Hooper Bay (Hooper Bay Traditional Council)
 
The Native Village of Hooper Bay (Hooper Bay Traditional Council) is seeking proposals from qualified contractors to support a project preparing recyclable and waste materials for removal.
 
Project Activities
 
The selected contractor will support the Native Village of Hooper Bay (NVHPB) with the following:

1. Inventory and Collecting Staging

Conduct and inventory of recyclable materials (vehicles and appliances) and assist with outreach, collection, staging, including documentation and safe temporary storage.

1. Outreach and Education Campaign

Assist Native Village of Hooper Bay staff to carry out a community outreach and education effort related to recycling, cleanup and project goals.

1. Cleanup and Materials Processing of appliances and Vehicles

Support cleanup activities, including:

• Collecting Materials
• Taking before and after photos
• Sorting and separating by material type
• Weighing all materials
• Packaging, palletizing, and wrapping materials for barge transport by September 30, 2026.

1. Transportation Cost Support

Provide separate line item for transportation cost estimating barge transport in case this is available.

1. Final Reporting

Prepare final documentation summarizing activities, inventories, outreach, cleanup results, and cost information for grant closeout.
